Priests Seeking Support From Carter From Page One have ruled the world's fifth largest country ever since.

Puffing, a pipe and speaking softly, Dom Paulo said he has "enormous respect" for Carter's human rights stance, but added: "I don't know what the possiblities are of effectively putting those ideas into practice here and elsewhere in the world." Carter's most important contribution in Brazil, he said, has been "the elimination of the label of 'Communist' which was always placed on those of us who dedicate ourselves to the defense of human dignity. To be on Carter's side can no longer be interpreted as being on the side of Special Mass for Journalist Chosen by Pope Paul VI in 1970 to be spiritual leader of 10 million Catholics in Sao Paulo, Dom Paulo three years ago officiated at a special mass in memory of Vladimir Herzog, a journalist who died while being interrogated in army intelligence headquarters. Fernando Henrique Cardoso, one of the country's leading intellectuals, said recently of Dom Paulo: "He not only takes the exploited under his wing, but also those, who without being exploited are willing to add their voice and action to Dom Paulo's struggle for a more just and equal society where freedom and human rights become fundamental for But Cantidio Sampaio, a congressman for the ruling government the Alliance for National Renewal, said Dom Paulo's behavior is "inconsiderate." "As a religious man, he should be comforting souls, and instead he is inciting people who shielding themselves with his support could adopt risky and audacious actions." Is he an enemy of the government? "I 'am a friend of the people," Dom Paulo replied, smiling and clasping his hands.
